Minute by the Colonial Secretary.
.Your Excellency,
The Frecis prepared by Mr. Clementi at my
request shows the circumstances under which the various appointments
.complained of by the Cadets were made.

At the time of Mr. Lewis' appointment no
Passed Cadet was available.

The same may be said of Mr. Wodehouse's appoint
-ment. But I urged that appointment on the different ground that
Cadets should not be appointed to the Police Force unless they are
prepared to devote their careers to Police Works and not to look in
the ordinary course of events for promotion outside the Police force.
While Captain Superintendent of Police I had
2 Cadets appointed to the Force. No sooner appointed than they were
taken away for some other Department. No Police force can be properly
.officered by such hap-hazard arrangements, and I am sure Your Excel-
lency will agree with me that no one who appreciates the value of
experience.in. Police Work would ever think of dealing in such a manner
.with a Police Force.
But, as I found on the occasion of a recent
visit to the Colonial Office, the Secretary of State is advised that
there is no objection.to.a.man being.a Folice Officer for a couple of
years and then being transferred to some other Department, to returo
-perhaps for an interval to the Police and then after further intervals
spent in other Departments to be appointed to command the Police
Force.
I gave it as my opinion that I felt sure no
Police Officer in the World would agree with that view.
